I don’t understand the meaning of this sentence “It is assumed that there will be no idle time among grade Q labour which, if it existed, would have to he paid for at the rate of £3 per hour”

I do not have the BPP Study Text – only the Revision Kit.
However, idle time is time when the workers are not working but are still being paid (for example there might be a machine breakdown which means that the workers cannot do any work until it is repaired, but they will still get paid).
