What is the difference between divestment and withdrawal approaches as suggested by Ansoff? It appears they both refer to selling the entity to another company.

They are essentially the same. I think it’s unusual to list both in the Ansoff quadrant. Usually listed in the ‘same market, same product quadrant’ are: withdrawal, consolidation, market growth and consolidation.
