The exp line “rates” is completely omitted in the solution, I’m guessing its just a mistake and we do not add anything back and just indicate with the 0?

You are right – the rates appear to have been ignored and of course should just have a zero attached to it as it is of course an allowable expense – many thanks for pointing this out!
