What is the main difference between political and legal factors in PESTEL analysis?
Legal factors are somewhat derived from political factors right?

No real difference. In fact PESTEL used to be simply PEST.

It does no matter whether you classify a factor as P or L. PESTEL is simply a checklist to help you consider the main macro-environmental influences.
