Why skilled professionals used to a team-working approach might be frustrated by a move to a functional hierarchy?

I have one more Q as below:
JS&W divides processes into FOUR categories that are mainly input, output, direct method, indirect method. I can understand the remaining three, BUT how to understand INTERNAL MARKETS as an indirect method for measuring outputs?
