I just wonder the reason why “Such a process should ensure that technically inferior goods do not make it into the market place” , besides, why the government has to ensure goods do not make it into the market place. Does it mean government would like to keep the technique in secret and do not share in the fierce competition?The answer is in the third paragraph of Political perspective.
“The scenario suggests that the government itself is a major investor in communications technology. This technology has to be delivered through equipment that meets certain standards of reliability and compatibility. The government has put an approval process in place to ensure such standards.”

I just wonder how can we know that labour costs remain high in Elsidor regarding to economic perspective?As we all know ” By 2010 NMS employed 75 full-time employees in a new, purpose-built factory and office unit. These employees were a mixture of technically qualified engineers, working in research and development (R&D), factory staff manufacturing and assembling products and a small sales and service support team”
“NMS produces components in a relatively prosperous country where there is significant legislation defining maximum work hours and minimum wage rates.”
However, it does not mean the labour cost remain high. Is it because Elsidor is a prosperous developed nation?

Q1: For national infrastructures, such as road, electricity etc. governments usually impose standards on all suppliers to make sure the country gets the infrastructure needed. It’s nothing to do with secrecy.
Q2: If there are max hours per week and minimum wages per hour and many staff are highly skilled then it is almost inevitable that wages will stay high.
