Hi,
If a UK based company exports to Spain and the Spanish government starts to increase import taxes, is this a relevant point to discuss e.g. under political – threat. As I understand PESTEL is about the environment in which the company operates in and therefore the environement is the UK AND Spain?

Correct: this is a political/economic effect on the company.
Regards to PESTEL MODEL : POLITICAL IS WHAT GOVERNMENT IS DOING FOR THE COUNTRY OR WHAT THE GOVERNMENT IS DOING FOR THE BUSINESS Eg THE BUSINESS RECEIVED GOVERNMENT GRANT IS THIS POLITICAL / ECONOMIC
Categorisation between political/economic/legal is of no importance in PESTEL. For example, it does not matter whether you think a tax rise is economic (to raise revenue) or political (to redistribute income). The important thing is that an actual potential tax rise has been identified and the organisation has to work out what effect his might have on its position.
