Actually what we usually do in regarding to performance management?
if question says assess impact of environment on performance management, what we hv to say about?

It could mean lots of things depending on the question. For example, if a budget had been set and performance was being measured against that, but the economy had greatly deteriorated, then some allowance should perhaps be made when judging performance.

Performance management is a way to attempt to improve performance: appraisal, feedback, providing training for current and future jobs etc.
I have no more to say on this: it will depend on the question you are asked.
