PER supervisor sign off PO

I want to tell more about my situation. I work for deposit insurance of vietnam, and it’s really difficult to find anyone who

-is a qualified accountant
-works closely with me
-knows your work.

to become my PER supervisor. This is because in Vietnam, the number of members of IFAC’s member is small, and my organization is a not-for-profit organization who have little business connection with other companies. Moreover, there is no one who is member of IFAC’s member in my organization. I want to ask if there may be any allowances for my case?
Specifically, if I find someone who is member of IFAC’s member, works in a company which have business relation with my organisation, but he/she does not directly work closely with me. Can he/she become my PER supervisor to sign-off my performance objectives?
