There is an employer duty mentioned in OT notes that make monthly PAYE payments electronically on 22nd of the month following the month of payment. By monthly PAYE payments we mean to say income tax on employment income + NICs ?

Yes – see OT Notes – chapter 9, section 8.2 (d), page 60.
