Sir this question is in regard with participative budgeting process
Sir are flat structures an example of decentralised structures
If so does that mean it is an appropriate circumstance for the use of participative budgeting
Flat structures have fewer layers of management and decentralised can be an example of this (although not particularly relevant for Paper MA).
As to the decision as to either to have bottom-up or top-down budgeting, that is a decision for top management, although as I explain in my lectures, bottom-up (or participative) is generally regarded as a better approach.
