I have a question that, Why participative budgeting is effective in organization during economic affluence period ?

I have one more question,
What is “empire building” ? And why “empire building by subordinates” is a disadvantage of participative budgeting ?There is no particular reason why an economic affluence period should make participative budgeting more effective.
As far as empire building is concerned, it is making yourself more important to the business. A danger with participative budgeting is that someone preparing their own budget makes themselves seem more important.
Where are you finding these questions? 🙂
