The name of P11D employees come from the P11D form that each employer fills for every employee . this form contains information about expenses and benefits of this employee.
Benefits of those employees are taxed under general rules. You can learn about them in relevant chapters.

However, there are also excluded employees. For them other forms are filled.
They are excluded, because not all the rules that apply to P11D apply to those excluded ones.
Excluded employees are lower paid employees (those who earn less then 8.500 gbp p.a, this comprise both earnings and benefits) and who are either not directors of the company or directors that don't have material interest in this company.
Directors that don't have material interest in the company are those that hold less then 5% of ordinary share capital each.

Yes 8.500 p.a. is quite a low amount that that's why nowadays most employees are P11D.

However for the exam u should be aware about excluded employees, just in case if examiner decides to test it.
