Hi,
If we are asked to construct a report for a CEO and the CEO requests our opinion on something can we use the term ‘I’?

I (!!!) would try to stay away from that. Most reports tend to be impersonal, so instead of saying something like:
“From the evidence available and the analysis that I carried out, I conclude that…”
say
“From the evidence available and the analysis carried out, the conclusions that can be drawn are…”.
