Hi,
Can their be ordinary shares without voting rights?
Yes, that’s possible. But it would be most unusual
The rights attached to any class of share are defined by the constitution and if that constitution states, for example, that the “A Ordinary shares shall have no voting rights” then those A Ordinary Shares have no voting rights.
It’s as simple as that
