Opinion on incompleted financial statement

If auditor has completed audit and gathered sufficient and appropriate evidence to say financial statement true and fair view.how ever client unable to prepare cash flow statement.
then auditor going to give disclaimer opinion?(MY ANSWER is: auditor issue opinion for whole financial statement and cash flow also part of it if so auditor need to give disclaimer opinion)
