I have an old Kaplan book valid from (1 Sept 2017 – 31 Aug 2018) could you please tell me whether there has been any change in the syllabus and whether this F4 book is good to use for the exam in 2022?.

If it’s the former, yes, use that … if you feel you must. Personally I wouldn’t even open it. My preference would be to regularly read the course notes (2 hours from start to finish, just reading, not trying to remember or memorise. Just read)
Add on to that listening to the recorded lectures – possibly even twice through
But crucially added on would be … make sure that you have an up-to-date Law Revision Kit from one of the approved ACCA publishers (a 20% discount is available if you buy BPP material through this site – click on the yellow box and follow the instructions
having now acquired the revision kit, the only remaining small step is then to spend hour after hour practising the hundreds of questions from that revision kit.
And finally, whenever you come across something that you fail to understand, post again on this forum and I shall get back to you
OK?

Can I completely rely on this old book for the exam?

Substantially? OK, if you feel you must
My personal recommendation is that a study text is way, way, way too detailed for your purposes. And that excess of detail very quickly leads to boredom. And, when you’re bored, you’re not likely to be taking in even the most basic of points
I have for years been recommending that students save their money by NOT buying a study text and that they should concentrate on the far easier resources available to them
Initially the course notes as supported by the video lectures (should that be the other way round in that, maybe, it’s the lectures that are supported by the course notes?) followed by EXTENSIVE, prolonged and intensive use of a revision kit
Remember, this is a law exam for accountants. It’s not a law exam for lawyers
By all means, use the study text. Maybe as a door stop or as a means to reach a high shelf. It’s always there in case you come across some matter in teh other material where you feel a deeper appreciation would better help you to understand the issue. But as a main resource from which to learn? Not in my list of recommendations, sorry
OK?
(Yes, there have been syllabus changes. But these are fully reflected in the Revision Kit questions)
