I would be grateful if you could make available an MP3 Or similar offline version of the P4 notes to me due to the unstable nature of the internet in my current location.

The lecture notes are freely downloadable.
If you are referring to the lectures themselves, then these can only be watched online. It is the only way that we can keep this website free of charge and we do not provide offline versions.
