It depends on the topic. Recommendations are unlikely to be required for topics that are based on secondary data. Usually they are only appropriate if you were looking at the efficiency of something or considering proposals for change and you have direct access to relevant data. This might be with Topic 11 (internal auditing) Topic 1 (budgeting) and Topic 13 (HR objectives) for example. Recommendations are not normally required for Topic 8.
