Can I start the process of OBU degree and project submission for period 40 after giving my SBR exam in september.. or is it that OBU submission must always be done prior to giving any of the ACCA Professional exams.(Note :- I have already opted in for OBU degree since the registration of ACCA and completed all F papers)

Yes this should not be a problem as you have already fulfilled the requirement to clear Papers F4-9
You will also have to clear the Professional Ethics Module by 25 September 2020 too
