Can I write my RAP on an organization that has various location in different countries but only use the organization in my country and it is also a Quasi non-government organization?.

Yes, that is fine but you need to tell on which topic you are preparing report. From various location, i assume that it has several divisions but company is one. If it has several subsidiaries (Not Division) and these are consolidated that means you are analyzing standalone accounts of just one company (i.e. subsidiary of parent). So, if you are doing any comparison with any competitor for any topic. Please ensure that you do like with like comparison such as for Topic 15 and 8. Make sure that competitor is in same industry and is a Quaisi-non governmental organisation.
