On page 14 of Notes, It is saying that Decentrilization speeds up organisation's decision making as decision is not passed down through hierarchy from top management to lower. However, I think it speed decision making as one person or one office is responsible. If there would have been 2-3 divisions and decentralization so it would be slow as there would be conflicts and then decision would be taken. Please help me with this.

Generally if you can make a decision there and then, it will be faster than having to refer it up through management levels. The conflicts you talk about are recognised as a potential disadvantage of decentralisation eg two divisions can decide on policies which don't match. However, there initial decision-making is fast. I accept that sorting out the conflicts can take time.
