dear sir,
do we also have profit oriented business (maxmizing shareholder wealth) businesses in public sector as well or is it only in private sector?

Public sector businesses do not have shareholders – they are owned by the state.
So for example, privately owned hospitals have shareholders and want to maximise wealth. However state owned hospitals do not have shareholders and are not maximising wealth – the object for them is value for money.
