new audit reports

Hello mike
I am confused about the audit report format … I read the article about this and it said that the audit reports format are as follows

Opinion paragraph

basis for opinion paragraph

Material uncertainty related to going concern ( if any )

Key audit matters ……

but in one of the past paper answers , it states that the basis for onion paragraph should come before the opinion paragragh ..
