The dictionary defines ‘liaison’ as “communication or cooperation which facilitates a close working relationship between people or organizations” so that’s not really what the question haas decided.
By ‘monitor’ Mintzberg means someone who collects information, analyses it, keeps an eye on things so that decisions can be made.
