According to mendelow matrix in which box these fall
    Nurses in hospital
    An airline check in staff
    Small value customer
I think the nurses individually has low power but high interest they fall in box b (keep informed)
Air line check in staff has high power low interest and fall in box c(keep satisfied)
Small value customer has individually low power and low interest and fall in box a(minimum effort)
Is my answer is right sir

    It depends on assumptions made.

You should listen to the lecture where I put nurses into keep satisfied (as a group they have great power). Check-in staff/flight attendants in some airlines are very militant (high interest). The small customer has lower power but could be very interested if they could not obtain goods from another source
