“Costs of testing whether the asset is working properly , after deducting the net proceeds from selling samples produced when testing equipment.”………. what is the meaning of this sentence?

It would have helped if you had written the context of that sentence!!
I assume it was in the context of deciding how much to capitalise when as asset is purchased. You include in the cost the cost of testing that it works when it is first bought. If while testing some goods are produced and sold, then you subtract that proceeds from selling those goods.
