How i ll score one mark? Eg, Identifying a political issue in PESTEL and then justifying and developing it will either give me one mark or three marks?

There are marking schemes right at the back of ACCA answers.

The most common approach is to give 1/2 mark for identifying a PESTEL factor (for example) then 1 mark for explaining its effect on the company.
