In the exam F8 June 2011 , I was running out of time to finish answering all the questions . I didn’t do Q3(a) but answer Q3(b) , were marks given to me on Q3(b) or no mark at all for the whole Q3 ?

They would give appropriate marks for any parts of questions you had attempted. So, even if you made no attempt at 3(a), you could still score on 3(b ).
