Hi, I only recently resumed exams this year in Sept so I am not very familiar with the new setup.
I noticed that the past papers for 2016 and 2015 have two sittings in one file. Does this mean that the upcoming December exam will be a repeat of September?

No, they are two different exams.
The exams are published together, since full exam papers are no longer released.
They release ‘hybrid papers,’ which have some questions from two exams; either September with December or March with June.
