    Hi sir, I would like to ask about Q4 (a) sample answer – Effectiveness: Objective to improve the overall standard of education in Teeland.

    Sir, I don’t understand why is the effectiveness of the universities in improving the standard of education should be related to the entry requirements.

    And also why is the improvement in educational standards relative to students’ attainment on entry may be higher than the position in the league table as suggested.

    The league table appears to measure absolute standards.

    The worry is that good students attending a university will get good results even if the university does not do much to improve students’ education: they have started with good raw material. If poor students attend a university then the absolute results of the university might appear low, but the university could have allowed those students to make substantial improvements in their educational level (even though not yet matching those of students in the top universities).

    Currently the system measures the destination, not the length of the journey.

    The sentence “The effectiveness of the universities in improving the standard of education should really be related to the entry requirements of each university.” does not mean that entry standards are a measure of effectiveness, only that allowance should be made for them when measuring performance (as explained above).
