Variances are done by tactical or operational management?

Operational variances are used to measure the performance of individual managers and assess their control over operational aspects of the organisation.
Planning variances, on the other hand, are more likely to be caused by external factors and are not within the control of managers. Therefore, operational variances are more meaningful in assessing the performance of operational managers.
