Sir in this question ‘s 3) b) assume for a moment if there was a report that we were to write, then what will we write in the address section:

1. To: Employees of TT4U
from : Chief executive officer

or

2. To: Chief executive officer
from: consultant

(Retaining the tone of “we should/can” in both)

The question would have to specify who you are (eg consultant or chief accountant) and also specify to whom the report is to be addressed…..the concerns of the CEO are likely to be very different to those of the employees.
