Luvij – past exam question

Hello,

Has anyone attempted past APM question – Luvij from Mar/June 18 exam? I have just attempted it and part b) has confused me! It asks ‘Advise the board on the potential problems with the measurement and management of the performance of the joint venture’. I created two separate sub headings, one for measurement and one for management. Everything that I included in measurement sub heading in my answer, was actually included in the management sub heading in the official answer!
Does anyone know of any easy way to define the difference between measurement and management, please? I’ve always thought measurement was KPI’s/divisional performance etc and management was everything else in the syllabus! Unless I have misunderstood.
