Dear Sir, please help me to explain the reason why when the number of employees recruited lower than expected, the learning rate will be lower?
A lower learning rate means that employees are learning faster and the time per unit will be lower.
They recruit new employees because existing employees leave. Existing employees continue learning whereas new employees have to start learning from the beginning and are slower. So fewer new employees means less slowing down and so a lower learning rate.
