Who was responsible for developing the ‘Situational Leadership’ model?

Can you please explain me this question?
In the text book of Kaplan, it’s written
“These argue that certain leadership approaches or ‘styles’ can be learnt and
used by a manager, depending on the situation.”
Hersey and Blanchard are not on the syllabus.
However, situational leadership suggests that you change your leadership style depending on your situation eg, what your subordinates are like, the urgency of the task etc.
