Labour Efficiency and Labour Capacity

Hello – I am a little confused with the above.

I understand the calculations for labour efficiency and labour capacity but I dont quite understand the difference between the two. To me they both seem to be measuring the amount of hours taken (eg the speed of the workers producing units) yet the calculations are basically reversed. Is there any chance you could explain this further?
