I do not understand how Kaplan worked ou 9/35 to estimate the attributable income from free usage:

My logic would say: 30% (free access users)x(60% those provided with free acess would continue to use the facilities if they had to pay).=0.18

b) Project evaluation
I have read the question several times and I do not know how Kaplan decide to evaluate the project from 20X5 to 20X9.
Should I assume that 5 years is the standard period of the evaluation ?
