what is the basic difference between kant’s first maxim(consistency) and third maxim(universality)?

Think of consistency as ‘would it be right or good if everyone did this?’
universality is ‘what would other people think if they knew about ur action?’

Kant’s deontological approach should have 3 tests, namely, consistency, human dignity, and universality. Doing ‘right or wrong’ is not determined by the outcome of the decision. Instead, we have to look at the moral attitude behind the three tests.
Consistency: Needless to think because it is definitely good to be done across the world, e.g. fair to all shareholders.
Human dignity: Think how far it is good to society as a whole, e.g. corporate philanthropy.
Universality: Act if it can bring net benefits to society, e.g. corporate social responsibility
