Hi sir, for june 2013 exam, question 4(a)(ii), the procedure regarding inspection , it’s stated that
“inspect the capital expenditure forms for evidence of authorisation by an responsible official”
Isn’t this a test of control ? How come the answer states a test of control ?
Or are we allowed to either state a substantive procedure or test of control ?
You were asked to describe an audit procedure relevant to the sudiy of P&M. The question did not specify either a procedure relevant to tests of control or a substantive procedure, so you can choose either.
