AFMjune 2009 : Investment Project Review

Hi,I was doing this question but cannot understand the 4 points given as why should they be added back. Interest 2.8 added in year 2 why not in year 1 as initial capital investment means year 0 and the following year implied y1. Also,i cannot clearly understand the points given. Grateful if someone could help me out. Thanks
