Intra-Group budget transfer and Recharges

Having in mind the below situation in a Group: some activities are transferred from one subsidiary(X) to another (Y). Y in order to be able to perform the activity, would need to do some investments, so incur Capex which is not available. In case of transfer of Capex budget from X to Y to accomodate the needed investments , do Group recharges for the depreciation of assets still apply? Thank you. looking forward fro your opinion.
