Correct answer is C.
Isn’t the IA responsible for testing the effectiveness of internal controls, then why would it be responsible for designing and maintaining them?

The Q is asking which of these things relating to internal audit services are management’s responsibility. It is the board’s responsibility to design and maintain internal control systems, so thit isn’t a service that Horti & Co could provide.
