if delivery of goods by the manufacturer to a distributor is the responsibility of the manufacturer , then for the distributer can the delivery be his inbound logistics?(because it’s not his responsibility)

Yes, that’s the way the distributor gets the goods. There might be little choice, but the imposed way might not be ideal if the manufacturer insisted on only 1 delivery per week. Inbound logistics might be improvable by negotiating with the manufacturer to have more frequent deliveries.
