    “IHT is charged on:

    -a transfer of value
    -of a chargeable property
    -by a chargeable person”

    sir as far as the 3rd point is considered, if a NON-TAXPAYER transfers huge amount of property to his descendants then IHT won’t be applicable, because technically he is not a
    chargeable person??
