In BPP text it is written that till now 28 IAS and 15 IFRS have been issued but we have like IAS 37(contingencies) and IAS 38(Non current assets)
So where do them come from if only 28 IAS have been issued yet.?

Various IAS’s have been withdrawn or have been superseded over the years.

However you will certainly not be asked how many IAS’s or IFRS’s there are!!! Only some of them are examinable in F3 anyway.
