many businesses invest significant amounts with the intention of obtaining future value on area such as LICENCES and QUOTAS……. what are quotas w.r.t IAS 38 INTANGIBLE ASSETS? any example???

This is 8 questions posted within one hour and two minutes! And many of them you could have found out for yourself! Have you followed the video lectures on this site? Do you have a dictionary? Do you never listen to the World news?
A quota example is where countries which signed up to the Kyoto agreement about carbon emissions are now facing the USA which is trying to buy up the unused quotas of countries which have not polluted the atmosphere enough so USA, when they have acquired these unused quotas, will be able to pollute up to their newly increased quota
