How can one integrate IAS 16 and IAS 23?
and should the general overheads be capitalized as a cost in accordance to IAS 16?

I don’t understand the first question, though I agree that one day they should integrate them.

Capitalise overheads that are INCREMENTAL (would not have been incurred otherwise)
