    I know that both are mean to report the wrong doings. But is it the same ?

    No, they’re not the same, sorry

    Whistle-blowing is where you report on a matter that is, in your view, wrong. So you would blow the whistle to the Health and Safety officials about the fact that your employer has instructed the workforce to remove the safety guards on their machinery in order to speed up production

    Tipping-off is where a workmate of yours tells your employer that the officials from Health and Safety have been notified by you and that a visit could be expected

    Whistle-blowing is (generally) in society’s best interests

    Tipping-off is (generally) enabling a wrong-doer to avoid detection and allow that wrong-doer to escape the power of ‘the authorities’
