There is a useful tip provided on website of acca, which can be followed when click on the link:
https://www.accaglobal.com/content/dam/ACCA_Global/Students/prof/p5/6392_APM_top_tips_v1.pdf“If the requirement asks you to advise, recommend or evaluate, there is more to producing an answer than simply listing out some discussion points and/ or simply completing a calculation. You have to give clear, justified advice or recommendations that are rational and based on the discussion points and the scenario information”
I want to ask for questions which ask for “assess somethings”, for example, “Assess the impact of the sources of information on the management of quality within the outsourcing contract” (problem1 March/June 2019 https://cn.accaglobal.com/uploads/talk/20210204165926_1029.pdf ), whether the same approach as to “advise, recommend or evaluate” has to be followed to maximize the score for this part?. I see in the model answer for problem1 March/June 2019, advices/recomendations are given for both xela and Folt, so I have this question.

Many dictionaries and thesauri show assess and evaluate as synonyms.
